Declaration of Policy. - The State shall promote industrialization and full employment based on sound agricultural development and agrarian reform, through industries that make full and efficient use of human and natural resources, which are competitive in both domestic and foreign markets.
To this end, it is hereby declared the policy of the State to advance the animal industry through robust regulatory and development institutions, adequate resources for production support especially for small farmers and producers, sound laws and regulations, effective coordination and collaboration with stakeholders, and credible standards and measures for safety and quality of animal products.
