Non-imposition of Fees and Charges on Livestock Movement. - The imposition and collection of any fee and charge, including fees for vehicle stickers, discharging, delivery, market, and entry permits, upon all types of delivery and transport vehicle carrying animal and animal products for access to all roads by any national or local government agency or instrumentality shall be prohibited.
