Powers and Duties of the Civil Service Board of Appeals. The Civil Service Board of Appeals shall have the following powers and duties:
(a) Adopt such rules and regulations as it may deem proper and convenient for the conduct of cases brought before it and may utilize the services of such employees of the Civil Service Commission as it may require; and
(b) Hear and decide all administrative cases brought before it on appeal from the decision of the Commissioner of Civil Service: Provided, That the said Board shall decide all appeals within a period of ninety days after the same have been submitted for decision and its decision in such cases shall be final.
