Authority of Officers to Administer Oaths and Take Testimony. Officers, attorneys and examiners of the Commission may administer such oaths as may be necessary in the transaction of official business and the Commissioner of Civil Service or other persons conducting any authorized by the Commissioner to administer oaths shall have such authorization in writing.
