Effective Date and Saving Clause. This Act shall take effect upon its approval: Provided, however, That except as otherwise provided in this Act, rights or privileges vested or acquired under the provisions of the Old Civil Service Law, rules and regulations prior to the effectivity of this Act shall remain in force and effect.
