Payment of salaries of justices of the peace. - In order to facilitate the payment of the salaries of justices of the peace in the provinces, the treasurer of the respective political division concerned shall advance the same monthly out of any proper available funds in his possession and such advances will be reimbursed monthly from the national appropriation.
