Activities Subject to Licensing. It shall be unlawful for any person to manufacture, produce, receive, possess, own, use, transfer, import or export any atomic energy material except under a license issued by the Commission or except as otherwise authorized by the Commission under this Act: Provided, however, That the mining and processing of radioactive ores or materials shall be governed by the applicable mining laws prior to the removal from its place of deposit in nature.
