Notice of regulation. No regulation adopted by the Commission shall be effective less than fifteen days after publication of the regulation in the Official Gazette, except that if the Commission finds that the health and safety of the public or the national interest requires, the regulation may be made effective immediately upon publication in the Official Gazette or upon furnishing copies of the regulation to the persons affected.
