Hearing Procedure. All hearings and investigations before the Commission shall be governed by the Rules adopted by the Commission: Provided, That in the conduct thereof the Commission shall not be bound by the technical rules of evidence, except that the Commission shall a matter of policy provide for the exclusion of irrelevant, immaterial, or duly repetitious evidence.
