Who may be Registered in the Permanent List. - All persons possessing all the qualifications of a voter and none of the disqualifications shall have the right and duty to be registered in the permanent list of voters of the city, municipality or municipal district wherein they reside and be included in the precinct book of voters of their corresponding precincts. Any person who may not have on the date of the registration any of the qualifications required may also be registered upon proof that on the date of the election he shall have such qualification.
