Publication of Application for Registration. - Within two days from approval or disapproval of any application for registration, the election registrar shall post a notice in the municipal building giving the name and address of the applicant and the date of the application and the action taken on the application and shall serve a copy thereof by registered special delivery mail or by personal delivery on the heads or representatives of national political parties in the city, municipality or municipal district.
