In Case of Disqualification of a Member of the Board. - In case a member of the board of inspectors shall become disqualified to continue acting as such, his office shall immediately be filled by the substitute until the appointment of his successor by the Commission, and, if the successor be likewise disqualified or cannot act for any reason whatsoever, the successor of the disqualified members shall be appointed as soon as possible upon the nomination by the party of the predecessor or by its authorized representative.
