Temporary Designation of Members of the Board of Inspectors by Watchers. - If at the time in which the board must meet all the officers and members of the board are vacant, or if not one of them shall appear, the watchers present may designate qualified voters of the precinct to act in the place of said members until the absentees shall appear or the vacancies are filled.
