Representatives of the Political Parties, in the Distribution of Official Ballots in the Provinces and Cities. - Sixty days before election day, the political parties obtaining the highest and second highest number of votes respectively in the next preceding presidential election shall submit to the Commission or its duly authorized representatives in the different provinces and cities, the names of their respective representatives who, together with the provincial and city treasurer, shall verify the contents of the box or boxes containing the official and sample official ballots received from the Bureau of Printing by the latter and before their distribution.
