Statements by Candidates. - Within forty-five days after the holding of the election every candidate shall file with the Commission for such action as it may deem proper, a statement, complete as of the date next preceding the date of filing, which shall contain (1) a list of the contributions received by him or by another with his knowledge and consent from whatever source, to help or support his candidacy or to influence the result of his election, together with the name and address of each contributor; and (2) an itemized statement of the expenditures made by him or by another with his knowledge and consent in aid or support of his candidacy, or for the purpose of influencing the result of the election, together with the name and address of the person in whose favor such expenditures were made.
