Prohibition Against Placing the Police Force of Any City, Municipality or Municipal District Under the Control of the Philippine Constabulary. - Within ninety days before any election, no police force of any city, municipality or municipal district shall be placed under the control of the Philippine Constabulary, or any of its units, or any of its officers.
If the police force of a city, municipality or municipal district has been placed under such control before said period, the Commission may, upon verified petition and after due notice and hearing, lift said control in the interest of free, orderly and honest elections.
