Prohibition Against Construction of Public Works, Delivery of Materials for Public Works and Issuance of Treasury Warrants and Similar Devices. - (a) It shall be unlawful during the period of forty-five days preceding the election for any person to undertake the construction of any public works, or to make deliveries of materials for public works, except for projects or works specifically exempted in the next preceding section. (b) It shall be unlawful during the period of forty-five days preceding the election to issue, use or avail of treasury warrants or similar devices undertaking future delivery of money, goods or other things of value chargeable against public funds.
