Permanent List of Voters. - There shall be a permanent list of voters in each city, municipality or municipal district consisting of all the applications for registration contained in all precinct books of voters of the city, municipality or municipal district approved in accordance with Republic Act Numbered Thirty-five hundred and eighty-eight, as amended, and the provisions of this Code. For each election, said list with such additions, cancellations and corrections as may be proper under this article shall constitute the permanent list of voters.
