Enactment of the Organic Act. Congress shall enact an organic act, taking into account the report and recommendations submitted by the Commission. Nothing provided in this Act, however, shall be interpreted to restrict or impair the power of Congress to accept, modify or reject any part or all the report and recommendations of the Commission.
