Filing of Vacancies. Whenever a vacancy occurs in the Commission, the President may, upon due certification by the Chairman of the Commission, fill the vacancy by appointment with the consent of the Commission of Appointments, after consultation with the group or sector represented by the member whose seat has become vacant.
