Except under a state of emergency, no military personnel shall be appointed or designated to any public position which is civilian in character, including government-owned or controlled corporations or any of their subsidiaries in the Regional Government. Neither shall they be appointed or designated to such positions within five (5) years from their separation or retirement from the military service.
