Amendment. Section Ninety-six of Republic Act Numbered Forty-four hundred and eighty-seven entitled "An Act Creating the City of San Carlos in Pangasinan," is hereby amended to read as follows:
"Sec. 96. Participation in Elections of Provincial Officials. The voters of the City of San Carlos shall be qualified and entitled to vote in the elections of provincial board of the Province of Pangasinan, and any such qualified voters can be a candidate for any provincial office."
