Operation by Local Governments. - Provinces and municipalities are hereby authorized to set up, operate and maintain their respective public calling stations or to grant franchise to private entities for the operation and maintenance of telephone systems and/or public calling stations: Provided, That the NTC certifies that the proposed grantee is technically and financially capable of complying with all the requirements of public services.
