Foreign Service Officers Promotion List. – On the basis of recommendations made by the Board of Foreign Service Administration, the Secretary shall, from time to time, furnish the President with the names of career service officers qualified for appointment to the next higher class, from foreign service officer, class IV, to chief of mission, class I.
