Foreign Service Staff Officers and Employees Promotion List. – On the basis of recommendations made by the Office of Personnel and Management Services, the Board of Foreign Service Administration shall, from time to time, furnish the Secretary with the names of career foreign service staff officers and foreign service staff employees qualified for appointment to the next higher class from foreign service staff employee, class II, to foreign service staff officer, class I. All foreign service staff personnel shall be required to render satisfactory service continuously for a maximum period of two (2) years in each class and for the total cumulative period computed at two (2) years in each class before they become eligible for promotion to the next higher class.
