Service Attaches and Representatives of Other Departments. – The assignment and accreditation of personnel in any department, bureau or agency of the Government as service attaches to embassies or representatives to consulates shall have the prior clearance of the Secretary who shall take into account the specific places where the services of these officers or employees from other the government agencies are needed, except trade attaches who shall be assigned and accredited only after consultation with the Trade Secretary.
