Foreign Service Compensation Plan. – The provisions of Executive Order No. 495 and Presidential Decree No. 1285, both issued in 1978, as well as the provisions of other acts, decrees, orders, letters of implementation, letters of instruction, and rules and regulations which are not inconsistent with the aforementioned order and decree shall apply with respect to the foreign service compensation plan of the Department. For purposes of implementing this title the home office shall be considered a separate post.
