Appropriations. – There is hereby authorized to be appropriated from the National Treasury such amounts as may be necessary to provide for any salary and allowances of ambassadors extraordinary and plenipotentiary appointed by the President outside of the Career Foreign Service Corps. Thereafter, such amounts shall be incorporated in the General Appropriations Act under the annual budget of the Department of Foreign Affairs.
