The creation of the Province of Sarangani as provided in this Act shall be subject to the approval of the majority of the votes cast by the voters of the affected areas in a plebiscite to be conducted by the Commission on Elections within one hundred twenty (120) days from the date of the effectivity of the law as provided in Section 10 of the Local Government Code of 1991:Provided,That, should the voters favor such division, the election of the provincial officials shall be held simultaneously with the forthcoming synchronized national and local elections in May 1992: Provided,further, That, should such election be not possible, the provincial officials shall be elected in special election to be held within sixty (60) days after the plebiscite.
