Alteration or Repeal of Franchise. - This franchise shall be subject to amendment, alteration or repeal by Congress. All lands or right to use or occupy lands secured by virtue of this franchise shall revert upon its termination to the national, provincial or municipal governments concerned which were the owners thereof on the date of the granting of this franchise.
