Annual Budget.- The Corporation shall, every year, prepare and adopt estimates of income and expenditures and capital budget of the Corporation for the ensuing year. Unless the Corporation shall require subsidy and/or a guarantee of its liability form the National Treasury, its budget for the year need not be submitted to Congress for approval and inclusion in the General Appropriations Act.
Supplementary estimates may be prepared and adopted at any of the Board meeting called for that purpose.
