All assets, fixed and movable, records and personnel of the Calape Community-Based Agro-Industrial College, as well as its liabilities, are hereby transferred to the College:Provided, however,That the positions, rights and security of tenure of the personnel employed therein under existing laws prior to their absorption by the College are not impaired.
