Authority to Expand Personnel Complement. - In view of the expanded scope of the operations of the Corporation, it is hereby authorized to reorganize and expand its personnel complement, in consultation with the Civil Service Commission and in accordance with Section 14 hereof, in order to achieve efficiency and effectiveness in the delivery of its mandated services.
