Reorganization.- The Quedan Guarantee Fun Board is hereby reorganized in accordance with the provisions of this Act, renamed as the Quedan and Rural Credit Guarantee Corporation and hereafter referred to as the Corporation. The Corporation is hereby attached to the Department of Agriculture pursuant to Administrative Order No. 59 (1988), but subject to the regulatory powers of the Securities and Exchange Commission insofar as allowed under Sections 9, 10 and 13 hereof.
