The Secretary of Health shall promulgate such rules and regulations as may be necessary to carry out the purposes of this Act:Provided, however,That the attendant doctor shall have the power to provide for such other rules and regulations promulgated by the Secretary of Health as may be necessary to carry out the purposes of this Act.
