Management of Resources Outside of the EcologicalIy Critical Areas. The SEP shall provide for the management of resource outside of the ECAN and shall include coastal resources, resources of the catchment areas, timber and mines, development in the lowlands, and settlement areas. It shall also provide for tourism planning.
