Quorum, Per Diems and Allowances. Four (4) members of the Commission shall constitute a quorum for the transaction of business.
Unless otherwise fixed by the Commission, the Chairman and all the members shall each receive aper diemof Two thousand pesos (P2,000), exclusive of traveling expenses, for each day of meeting of the Commission, which shall not exceed four (4) meetings a month.
