Alteration or Repeal of Franchise. This franchise shall be subject to amendment, alteration or repeal by the Congress. All lands or rights to use or occupy lands secured by virtue of this franchise shall revert upon its termination to the national, provincial, or municipal governments concerned which were the owners thereof on the date of the granting of this franchise.
