In celebration of the birth anniversary of Professor Julian R. Felipe and in recognition of his talent and ingenuity in the masterful constitution of the national anthem, the 28th of January of every year is hereby declared as a nonworking special public holiday in the City of Cavite to be known as Julian Felipe Day.
