Dissolution.- The Administration shall be dissolved even before the expiration of its corporate life once objectives have been realized as manifested by a comprehensive road network and economic indicators equal to those present in the most developed district in the country. The regional development council through the National Economic and Development Authority (NEDA) shall initiate the dissolution by submitting a recommendation to the Board.
