The Kalinga-Apayao School of Arts and Trades in the Municipality of Conner, including its present Luna Extension in the Municipality of Luna, Province of Kalinga-Apayao, is hereby converted into an institute of science and technology under the supervision of the Commission on Higher Education to be known as the Apayao Institute of Science and Technology.
