Meeting of the Board. - the Board shall convene in a regular monthly meeting and shall hold special meetings when necessary. the presence of at least seven (7) members of the Board shall constitute a quorum and the vote of a majority of those present shall be sufficient to transact business during any meeting: Provided, That the department secretaries can be represented on a permanent basis by their respective undersecretaries or assistant secretaries who will have full voting power and shall be considered in the determination of quorum: Provided, finally, That the chairperson shall not vote except in case of a tie.
