the amount of Twenty million pesos (P20,000,000) is hereby appropriated from the income of the duty-free shops as the initial operating expenses of the University of the Philippines in Mindanao. Thereafter, such additional amount as may be necessary for the effective implementation of this Act shall be included in the annual General Appropriations Act.
