Effectivity Clause. - This Act shall take effect immediately following its publication in a newspaper of general circulation or in the Official Gazette, whichever comes first.

This Act which is a consolidation of House Bill No. 9288 and Senate Bill No. 1311 was finally passed by the House of Representatives and the Senate on February 16, 1995 and February 20, 1995, respectively.
