Relationship with the Local Government Units. -In case of any conflict between the ZAMBOECOZONE Authority and the City of Zamboanga on matters affecting the ZAMBOECOZONE other than defense and security matters, the decision of the ZAMBOECOZONE Authority shall prevail.
