Section 3 of the same Act is hereby amended to read as follows:
"Section 3. The College shall offer one-year to three-year technical-vocational courses and undergraduate courses in the field of industrial education and technology, as well as engineering courses and architecture, or such other courses which are relevant to the needs of its service area."
