Section 8 of the same Act is hereby amended to read as follows:
"Section 8. The amount necessary to carry out the provisions of this Act shall be charged against the current fiscal year appropriations of the Ramon Magsaysay Polytechnic College. Thereafter, such sums as may be necessary for its continued appropriations shall be included in the annual General Appropriations Act."
