The Board of Trustees shall have the following powers and duties in addition to its general governing powers:
a. To use such sums as may be provided by law for the operation and maintenance of the Siquijor State College;
b. To approve other courses and/or degrees to be offered by the College as may be deemed necessary;
c. To confer titles or degrees in the field of study stated in Sections 2 and 3 of this Act to successful candidates for graduation. It may also confer honorary degrees and citations to persons who have achieved eminence in or contributed to the development of science, agriculture, forestry, industry, or public service related to such fields;
d. To confer certificates and diplomas upon successful candidates for graduation on courses other than the degree courses;
e. Subject to civil service law, rules and regulations, to approve appointments submitted by the College president of all superintendents of extension units, the dean of instruction, college deans, heads of departments, registrars, associate professors, professors, guest lecturers, instructors, teachers, and other employees of the State College; to fix their compensation subject to Presidential Decree No. 985 and other pertinent budget and compensation laws, hours of service and such other duties and conditions as it may deem proper; to grant them at its discretion, leave of absence under such regulations as it may promulgate, any other provisions to the contrary notwithstanding, and to remove them for cause after an investigation and hearing shall have been held;
f. To fix the tuition fees required of students, as well as matriculation fees, graduation fees and fees for laboratory trust fund of the College, and remit the same to the office or authority concerned;
g. To provide fellowships and scholarships for deserving faculty members and students;
h. To prescribe rules for its own governance and to enact for the government of the state college such regulations, not contrary to law, as may be necessary to carry out the purposes and functions of the state college;
i. To approve the staffing pattern of Siquijor State College as defined and submitted by its head;
j. To receive in trust legacies, gifts and donations of real and personal property of all kinds and to administer the same for the benefit of the state college or of a department thereof, or for aid to any student or students in accordance with the directions and instructions of the donor, and in default thereof, in such manner as the Board of Trustees may in its discretion determine; and
k. To authorize the state college to undertake construction and/or repair of its buildings, machineries and equipment and other facilities, any provisions of law or executive orders to the contrary notwithstanding: Provided, That the funds for the purpose shall come from its appropriation.
