The faculty of Pasacao School of Fisheries as well as other personnel shall be absorbed by the new Institute. In order not to disrupt the operation of the institution and to insure the smooth transition from school of fisheries to institute of fisheries and marine sciences, the incumbent vocational school administrator shall serve as the first vocational school superintendent until the expiration of the tenure of his office.
