Governor Felicisimo T. San Luis was regarded as the father of the agro-industrial development of Laguna. He pioneered the promotion of family planning; increased rice production variety in cooperation with the International Rice Research Institute (IRRI); worked for the establishment of hundreds of industries in the first and second districts of the province; and sustained economic and improved infrastructures in Laguna.1aшphi1
